Non resident renewing Thai license

I left Thailand in August for Shanghai and I have a Thai drivers licence valid until July 2018. I would very much like to renew this license as it enables me to get an Intl Drivers license. My question is this...

 

I no longer have a Thai work permit which I used before to renew my license and I am not resident and don't believe I can get the letter from the UK embassy stating I am currently resident in Thailand, which I believe is the other document needed to renew if no work permit. Can I still renew my license?

 

I lived in Pathum Thani and used the DoT there to renew previously.

If you have a rental agreement or some other proof of your Thailand address like an internet bill you should be able to get the required letter from your local immigration office.  

 

Just saw you said 'lived' not 'live' so presume you no longer have these sort of proofs, sorry.

My wife owns a property in Thailand, I still receive bank statements there. Just thinking my visa will be the issue. If they see I'm here on a tourist visa perhaps that will hinder me.
