Highway 304 Tunnels?

Does anyone know the intent or purpose of the new "tunnels" on highway 304?

Thank you for the link. I can see where the elevated roadway is designed to allow wildlife crossing, but I did not see any explanation of the new tunnels.

If it was in the Swiss alps I would say save from avalanche and rockfall.

But here?

Save from mudslide?

And of course maximum protection from oncoming traffic (flowing buses ).

Not sure.

 

Will they get it ready in my lifetime?

Would really welcome to have it.
