Hi,  How can I be sure that a used car I want to buy does not have any debt or is a leased car. (the owner have the blue book)

Check the blue book, if its under credit often the finance company is still the owner in the book

I thought the finance company held onto the blue book until the debt was paid.

You usually need the blue book to renew the tax, get insurance etc, so often you get the blue book but the finance company is listed as the owner, Wife had the book when car was under finance but finance Co was the owner. Different companies probably different rules.
