Uni back in Canada

My kids are born in Thailand, dual citizenship Thai/Canuck.

 

My oldest will go into Uni in 4 years.

 

I tried to contact U of T to ask if my kids are eligible for Canadian tuition rates given they have never been Canadian residents.

 

I heard a rumour that you have to reside in Canada for 2 years  before attending Uni otherwise you have to pay int'l tuitions.

 

Anybody know if this is true?
