My Thai wife and I will be visiting the USA on 7 September and returning on 28 October 2018.      Her Thai passport expires on 6 March 2019.     Will  she need a new passport for this trip?

The normal requirement is 6 months for entry to the US but Thailand is one of the countries that are exempt from the requirement since it is member of the 6 month club. See: https://www.cbp.gov/sites/default/files/assets/documents/2017-Dec/Six-Month Club Update122017.pdf

No problem for your wife to enter Thailand with less than 6 months remaining since a Thai can enter with a expired passport.

When we depart Thailand on 7 Sept. her passport will be valid until 6 March 2019, about 6 months.    So she wont have any problem entering the USA?

Yes for entry or applying for the visa. That is what the PDF file I posted a link to states.
