Putin was in the KGB in both domestic and foreign counter intelligence. Xi Jinping pretty much a life long member of the Communist Party. So yes, both non military. But they, (and I doubt you would hear it from any other head of state), are not posting that they are glad a former highly decorated veteran is dead. That, along with Trump disrespecting fallen soldiers by turning up to the returning of their bodies wearing a baseball cap, and calling a former prisoner of war a loser "because he got caught", shows what kind of a person he is. And those are just a few examples of the disrespect he has shown towards veterans. He probably thinks all those Marines he is likely to send into Iran are all fools. I doubt the genuinely spoken words, "Thank you for your service" are even in his vocabulary.
