Truck caught refuelling Phuket speedboats at Rawai Beach – again

PHUKET: The Chief of the Phuket office of the Ministry of Energy and Rawai Municipality have both vowed to track down and fine the driver of a fuel truck that continues to refuel speedboats directly from the Rawai beach road.

 

The news came to the fore after The Phuket News received a photo showing the fuel truck carrying out its refuelling at 8:53am yesterday morning (Nov 5).

 

The Phuket News had already been informed that the practice had continued despite warnings earlier this year from the Phuket office of the Ministry of Energy and the Chief of the Department of Disaster Prevention and Mitigation division at Rawai Municipality (DDPM-Rawai).

Here in Pattaya each morning 100's of fuel containers on the beach ,this photo shows only one spot, as the beach dudes mix the oil to the fuel....The length of the beach has about 15 spots like this ....P1010236.thumb.JPG.cca3365b06a1b8780d9d57fdf7280951.JPG

There is one operator there of all about 100 speedboats. Should not be very difficult to find that operator, who also happens to have a big meeting place right there with buses pulling up all the time.

And this owner have start building a China hotel backside the wat in Rawai whit 600 ++rom.

Why are the boat drivers,  owners not in trouble for this? 

The legal refuelling are in Chalong, on the end of the pier they have a gasoline station whit diesel and gasoline, maybe 10 stang more for 1L.

Just driven through Rawai this morning and the fuel tanker was there. 

 

Cars are prohibited from parking on the beach side of the road. There are large red no parking signs at regular intervals all along the road. The tanker parks here at the same place every day. There are even two white rectangles painted on the road for the tankers. Rather than being ticketed for illegal parking it would seem that they have there own designated parking spaces..?

Yes but him Thai, so mai pen lai.....

 

Farang who smoke a cigarette on the beach are the bad ones and need to get the hefty fines.

Tourist walking in this shit all day long in Phuket Chalong pier.

Is that legal fuel dock any safer or ecologically better than the fuel truck solution? Maybe, maybe not. Running the boats to Chalong from Rawaii and back burns more fuel. Maybe this is about wanting a monopoly at the fuel dock. Maybe some VIP has influenced the gov't officials. Maybe not. Seems like the fuel truck is just as viable as the fuel dock. What is the problem? Why the "law"?

Wow! That difficult.  better hand it over to CIB to do stuff that hard.   What if the boat or truck owner is/are (shall we say) connected?  What will happen?   Apart from nothing?

Wherever re-fueling occurs, there are fuel fumes and fuel spills, just like at land motor vehicle fuel stations/gasoline/diesel/stations. With fuel fumes and spills, there is a significant risk of fire and or explosion, and that's why ignition sources are illegal at fueling stations and especially within 10 meters of a fuel pump/dispenser. Using the fuel truck method there appears to be no precautions to mitigate ignition sources. Maybe somebody walking or driving by the fueling operation flicks a lite cigarette and the fuel truck disappears into a fireball, along with a few people.
