Watt-hour meter information

Hello.
I don't know how kWh I see on this pictures. The last digit is decimal or no?
It's 3213 kWh or 321,3 kWh ?

May be somebody have manual on this device?

That meter is reading 3212.5 units. The small divisions on the last reel are 0.1kWh.

 

The units with an actual digit reel for the 0.1 (usually the 5/15 type for low consumption users) have the decimals a different colour or in a coloured square.
