Hi everyone,
3 (I guess simple) questions but baffling to me having read through the forum...! I have retired to Thailand and have an annual visa extension based on 

retirement'
1. I'm moving from PTY to BKK next March. Currently I live in a hotel. In BKK I will rent an apartment or condo. Please confirm that I must complete a TM30 form to notify Immigration of my change of address? Do I have to take the form to BKK Immigration which (I believe) is in Chaeng Wattana District?

It's funny how things work here sometimes. I moved to BK after having lived in Pattaya for 6 mths and never filed anything. I returned to Jomtien, Pattaya to get my extension and listed my address in BK and TI never raised an eyebrow. I was back in Pattaya again and did a 90 day report and listed my address as BK again and nothing was said. I finally renewed my extension in BK at CW and only then had to file the change of address form. In other words, it appears I could have continued to renew my extension in Jomtien and not even bothered with CW in BK. I wish I had continued to do that because CW can definitely try my patience. I like BK better than Pattaya, just more to do and I travel a lot, so easier for me. Enjoy BK, but you will miss Jomtien TI.

I moved from Pattaya to Bangkok 6 years ago. I Love Pattaya but there’s not much to do afternoons except Soi 6, whereas more variety in Bangers.  I’ve delt with Chaengwattana since I moved and never filed a TM 28.  I’m not sure when this form was introduced.

Hi everyone, Bert, did you file a TM28 when you moved to BKK?
Where do you file a TM28??? Is a visit to CW essential or is sending by mail an option?

Not much of a chance you'll have any trouble not doing TM30 being on retirement extension so I've heard, but my advice,

If your not a risk taker do TM30 every time away from home for 24 hrs or change address. That removes any excuse from IO to be trigger happy.

I filed the change of address form in person at the same time as my extension-of-stay at CW immigration in BK. It was 18 mths after I moved to BK.

When you go to the desk clerk at CW and ask for a TM28 or TM 30 form she will look at you funny. As she has a bunch of forms but not those. Then she will tell you to just wait until you do your 90 day report. I have never filed any of this paperwork at CW and I know my last Thai landlord did not file a TM 30 as he said he never has and never will. Relax CW is busy and takes time to do your extension of stay but they don’t enforce or want a TM 28 or care about TM 30. If that changes hundreds posters will let the world know.

Maybe it doesn't make sense but the law says 24 hours and you do a TM-28 within the country.  TM-30 if you leave the country.  The below article gives more information.  One problem I have is the author says the landlord is responsible for each TM-30.  I can believe that for the original move in but how would the landlord even know about trips.

I recall at least one post where someone was fined for not doing the TM-28 upon moving to Bangkok, when they went to do their annual-extension. 

 

I would make sure one's landlord does the TM-30, and get a copy also - or do it myself it they haven't / won't. 

 

What happens may depend on the IO you encounter, or changes in policy over time.  Things are changing in a clear direction, though - so better to have all bases covered then get stuck with fines/problems later.

Correct TM 28 is not required in Bkk

The law also says police should not take tea money and people should not drive drunk. TM 30 is supposed to be done by the landlord by law however you can do it yourself. In bkk don’t bother as it is not required by CW immigration nor is the tm28. I do 1 90 day report per year prior to applying for retirement extension and they change my address when I do the report.

The article that you linked to is wrong, section 37.4 is only relevant for people who entered Thailand illegally
