Is is risky to book flights before my wife has received her visa?, she has been 3 times before with no issues. The flights are a fair bit cheaper now than they will be in 4 weeks time.

The UKVI specifically advise against booking non refundable flights and hotel bookings until the visa has been issued, so yes its risky.
You and your wife will know the strength of her application and the likelihood of her application being refused, so it’s really your decision.
In the days when my wife, as my girlfriend, applied for shorter length visas she normally booked her flights ahead of getting her visas, she never had a problem.
