The way I understood the term maintain is like to take care of something existing, which is hardly the reality here with so many untouchables, daily occurrences of road carnage and road rage. But maybe I just read the wrong books:

Buying flowers for the wife is OK (do carry your marriage certificate with you at all times though), but kissing on the cheek will subject you to a hefty fine. Kissing on the lips, however, will not be tolerated and will lead to a jail sentence of no less than a year - to stop you committing the same offence next year! This government cares about YOU!

I believe it wasn't originally in February. It was moved to February by the church for some obscure reason, can't remember when or why.
