Question - I have a Harley Davidson which I bought second hand 4 years ago.  I never changed it into my name due to confusion so the green book is the previous owners name ( Norwegian ) I have the green book but no ID from the Norwegian man.  Now I've decided to sell it - however still no ID and the Norwegian man in now dead.   How can I transfer the name. Now??  And help PLEASE will be appreciated. 

You would need details from his passport, and a power of attorney signed by him.

As he is deceased, no name change is possible.

The bike belongs to a dead man.

If you want to sell it, expect to get rock bottom price, as no one else can register it into their name either.

Value only for parts - and even that will be difficult as if the engine is swapped into another bike there are papers which need to be given to DLT to prove provenance and ensure taxes were paid.

The bike can still have basic insurance paid and taxes paid each year ...

If he is deceased the bike will belong to his heirs normally spoken.The 4 years may also be a problem.Talk to a lawyer about this.Have you payed tax each year?
