Have only made one attempt to obtain a visa for my Thai friend to visit the states - We where rejected for "not enough money"

In talking to friends - this seems to be deciding factor in determining if a Thai citizen will return to the Kingdom.

I guess my question is - If money is in fact the deciding factor, how much is "enough"?

If you have experience with this - It would be great to hear your advice!
