Right...... And just this morning I saw people riding their motorcycles on the pavement going past a police traffic booth. 

 

 

 

Laws, like vows, mean nothing if you don't actively do anything about them.

Why just Bangkok 

Why not the entire country

Where I live there are A__ Hole street racers every night from 11 pm to 3 am 4 am most nights on our main road

Mostly tech college students too about 15 minutes away. 

Some time ago the cops caught some of them but NOT ALL of them

Along bangna trad road in Bangkok you can call the police about an ongoing race right now, youngsters driving up and down the highway, even against the right direction, but not a single police man will ever show up. They do not care...

But that is exactly it. The 3rd dimension is vertical so traffic will be forced to give way or slam into a 'painted' vertical barrier which, presumably, will erect as soon as a pedestrian steps onto the crossing. Of course, there will be a lot of noise and airbag deployment at first but give it time and motorists will understand.
