He also added that Thai farmers can help the government reduce the particulate matter smaller than 2.5 micrometres, or PM2.5, by reducing their outdoor burning which causes the unhealthy pollution.

So only enforcement and no help. Why not allow no interest government loans for companies that take the old vehicles off the road and buy new emission friendly ones

Totally preposterous idea! There'd be a queue from here to the Moon, and "sorry no money left" after buying subs and helicopters!

That will sure work. Farmers, please don't burn anything now. Our air is not good.

I think he needs to send the military to the mountains with drone surveillance to arrest the mushroom farmers who burn, and then arrest the market people for selling them if they cannot prove where they came from. what a joke.

Great idea. Take polluting vehicles off the road and Bangkoks traffic problem is solved overnight.

And all the buses on phuket and old trucks transport from a to b

He is really stupid this guy and a disgrace

He must give to get less pollution spend money instead of on the army

But no logic same like the watch borrow from dead guy it's stealing

In his position not legal to borrow expensive things it is abuse of power or corruption.

So when think like this nothing possible as not enough brain

Not a problem being stupid but must find a job there match

This job does not match

I think Prayut is channeling his junta-persona as this statement if applied to privately-owned vehicles is an abuse of power as I understand The Enhancement and Conservation of National Environmental Quality Act, B.E. 2535 (1992) and its various provisions. http://thailaws.com/law/t_laws/tlaw0280.pdf

  • Unless that Act has been amended, it does not provide for criminal prosecution of owners of private vehicles operating legally on public roads that violate air pollution standards set forth by the Act.

Chapter 4 "Pollution Control," Part 4 "Air & Noise Pollution,"

  • Section 55 prescribes the emission standards
  • Section 64 provides that every usable vehicle shall conform to the emission standards prescribed for such vehicle pursuant to Section 55.
  • Section 65 - If it is found that the use of any vehicle is in violation of Section 64, the competent official shall have the power to prohibit the use of the vehicle permanently or until it will have been modified or improved to meet the emission standards requirement prescribed pursuant to Section 55.

Chapter 6, "Civil Liability," Chapter 7 "Penal Provision"

  • Section 102 Any person who violates the order of competent official forbidding the use of vehicle according to Section 65 shall be punished by fine not exceeding five thousand Baht.

I find NOTHING in the Act (unless specifically amended) that gives Prayut (recall he also supervises the National Police) any law enforcement authority to arrest vehicle owners (and presumably operators if not an owner) and criminally prosecute such person as related solely to violation of air emission standards, ie., on public roads. Such person gets a fine and the vehicle can be impounded.

Unless there have been amendments to this Act that provide for arrest and criminal prosecution under Section 64, Prayut's comment to arrest of drivers whose vehicle that emits air pollution is "Fake News" at best and abuse of power at worse.

Laws are enacted by the National Legislative Assembly and Prayut needs to respect its authority in accordance to the Constitution.

????Shush. He has not sworn to uphold the Constitution and he is the power and the glory and can do what he wants when he wants coz everybody loves him ssooo  mut.

Arrested? By whom? Could he mean the Royal Thai Police?

Yes it could happen - and I could win the lottery three times in a row!

What a ridiculous thing to say, even by his standards.

So are they going to start with those people driving those clapped out old buses from the 80's (or earlier), or stop his deputy taking the RTP plane for short journeys? And are those new Tanks they bought gonna run on fresh air or what?

Or how about make his motorcades shorter by 5 cars or so. They are super excessive over here.

no he a scard bunny needs many guns just in case

Many years ago took my first (and only) ride in a tuc-tuc, we had to wait behind a bus in traffic for about ten minutes, I could have auditioned for the Black and White Minstrel Show!

Maintenance and safety of vehicles here is not top of the agenda for owners and as for polluters they are in abundance but the police seem to busy to deal with the situation.

Polluting vehicles are easy to spot and smell, just crush them, if the owner cannot be bothered to service and repair, withdraw and crush, zero tolerance eh PM?

What about starting at the technical vehicle checkpoints where older cars are being tested annually ,to give them the power to stop these drivers using their vehicles until they've fixed their Diesel pumps and nozzles?

Absolutely correct, fit service exchange pumps and injectors , i was doing this in the UK 50 yrs ago but this is a job reserved for Thais only so doubt this is even possible in L O Smog

Watch how quickly drivers begin to adhere to the rules when enforcement is not treated with disdain. The disdain shown to enforcement reflects the disdain shown to the people and by the people.

It’s a start. Now let’s see if they actually implement it.

i have my doubts.

Well he'd better start building a lot of new prisons then and hire enough new police officers to arrest the 10 million or so polluting drivers in this beautiful country.

Just another example of this extreme incompetent, hurling another in his series of thousands of warnings, proclamations, declarations, and supposed crackdowns. I think this guy considers himself so powerful, so omnipotent, so revered, that if he says it, it will happen. Sorry Prayuth, but the world does not revolve around you, nor does your nation. You can speak all you want, but unless the words are backed up by action, that is consistent, and followed up, nothing will ever happen. Which means your do nothing administration will continue to do nothing.

This is a good idea. The nation really needs you to do something about the horrendous air quality issues. This would be a good place to start. There are tens of thousands, perhaps hundreds of thousands of old buses, truck, and diesel pickups, that are poorly maintained, and fouling the air to no end. But, you have to be willing to act. Something you are not used to doing. And when you act, it has to be followed up. Your army is famous for not following up on your crackdowns. Therefore, they do not result in any positive outcome. Do something, please do something. Stop talking and jabbering incessantly, and just do something. Show the nation you are worthy. Show us you care about your people.

Small on delivery

This statement is incorrect, zero doesn't equal small. It's much less than small, small is large in comparison with what good Prayute has contributed to Thailand.
