I don't believe so. Someone tried to tell me there was one in Central Festival BR but I couldn't find it. Also, as you say the one on 3rd showing on the internet is also tagged as Permanently Closed. TT Exchange booths do the job.... but beware of copycat kiosks,

Yes TT have so many shops around town I feel they can probably rustle up any currency and denomination you may desire. Yenjit used to have a small shop on Soi DIana opposite the LK Metro entrance but I think it has gone now. 

Anybody wants to see TT rates look here.
