How would you clearly state you are in fact ok (all is fine) in a situation that may seem dire to make sure nobody freaked out and called an ambulance or similar? Thanks.

I remember being told by. A teacher at the AUA that เป็น meant “is”. ไม่เป็นไร means that nothing is. When people think that you ‘is’ something , saying ‘not is’ something should work so why not just say ไม่เป็นไร ? 

ขอโทษ you is offended in some way ไม่เป็นไร not is something.  

It is nothing, Don’t worry, Never mind, It’s OK.  To me, these all have the same meaning, ie.   No action required on your part.
