Sending Thai Baht To Europe

Hi.

I am a german/thai guy who opened a thai bank account with citibank through my thai id, but are now running into some troubles. I tried sending baht to my own euro account in germany, but it bounced. I contacted them and reasoning was that a thai national cannot send his funds to his own account abroad. Yes. Strange laws.

I have tried transferwise, to top up my account there using my debit card from the bank, but the bank denies transferwise for some reason. 
I have tried paypal with my debit card, works well, can send money to my german friends paypal. But far from a good solution.. 

I would very much appreciate any helpful info from someone with knowledge in this dilemma..
