It's a random search, just like with the USPS. No idea what the official flags are... but I'd assume fake return addresses, odd shaped/weight packages, a high volume of packages, and of course any package that drives the dogs crazy.

I regularly send catalogs of flowers overseas, and even though these are just plain legal sized envelopes, sometimes they are heavy, it's about 1 in 100 (that I hear of anyway, I assume some prospective customers just don't mention it) that are opened, resealed and stamped with a purple "opened by Royal Thai Customs" (in English) stamp on it. It's about par for the same number of parcels opened by on the US side and resealed with a green label.
