Now he drums all his ministries (with unclear portfolio) together to "show sympathy" and how they could help the victims. The bottle neck is always on top of the bottle and a rouge soldier's demise has nothing to do with the ministry of god-only-knows-what. Deal with it as you would deal with a rouge nut case and then wake up general Prawatch from his little governmental naps, kick his (rather big) backside and tell him to get his ship in order. Underling Apirat will not like it but that's the way it is. The army is here to serve the government and the government is here to serve its people - provided we're talking about democracy and 21st century way of running a country!
