How can they be surprised. Did they expect more from him? After nearly 6 years, you would think they know who he is by now, and what he is made of. He is an army general. He does not have compassion, or sympathy. It is simply too much to ask of him.

The premier later said he, like the public, felt sad for the great loss of lives. He said that he has a strong intention to boost public morale, however he sometimes acts in ways that might make people misunderstand his intentions or feel uncomfortable with him.

 

A strong Intention to boost public morale? Kind of strange coming from him. 

 

   Didn't his paragraph 44 boost all morale. His intentions are reflecting his own personal well being only.
