He makes all the the other incompetents look good. They need a fall guy for when this whole thing blows up and he is setting himself up as a prime contender. We used to describe such people as "surplus to requirements" I'm not normally vindictive, but I would like him to be struck down with this virus, and the medical staff at his bedside ask "Now, how do you think we should proceed, and what treatment would you recommend?" Yes, I've read that repeatedly. No one is invincible. They can find another spot for him. After all the drama he'd prolly enjoy laying low.
