Is Ang Kaew open during this lockdown and is it safe to walk up Huay Kaew Road and jog around the reservoir just after sunrise?  Any issues with stray dogs?

Strange, eh? You sure you have the right place? The big lake inside CMU. 

Edited to add: I wonder if you're thinking of the arboretum/exercise park instead? That's definitely closed, but the OP asked about the lake in the university.
