Unable to resize images since last upgrade

A week or two ago I did post about this, but my post seems to have disappeared?

Since the last upgrade, I haven't been able to resize (reduce) images I paste, like I used to be able to.

If I resize it and then preview it, the image appears to have been reduced in size. When I post it, the image is the original full size.

Is this to do with the upgrade I read about, or it there perhaps some other reason?

    It is due to the upgrade and and it is on a list of problems to be fixed.
