Extention based on marriage from a tourist visa?

I entered Thailand on a tourist visa in Jan and was planning on applying for the non o visa on my next visa run. I have had the 400k in the bank since then and I can get all the paperwork thats needed. Because of COVID, I have been using the visa amnesty and extentions since then. I recently heard that I can apply for the 12 month extention based on marriage using my tourist visa, is that true? Is there somewhere that tells me exactly how to do it?

The first step will be to apply for a 90 day non-o visa entry at immigration. Requirements are here.

Then during the last the 30 days of the 90 days from the visa you can apply for a one year extension of stay based upon marriage. The 400k baht will need to be in the bank for 2 months on the day you apply.

This is exactly what I did.  I, too, entered Thailand in January (visa-exempt, with US passport).  In Feb, got a 30-day extension while I opened a bank account, moved money in, and got all the required photos & paperwork.  In March, converted to a 90-day non-O.  This was at Chaeng Wattana; did not have to leave the country.  Of course, by then COVID was starting to creep in.  In April, applied for a 1-year extension of the Non-O which I current am on.  In October, shifted address to Hua Hin and now my case is managed here.  Will be getting ready soon to boost up my bank account to 400K in preparation for my annual renewal. 

I did not take advantage of any of the special COVID amnesty since my conversion was already done.  I ended up making all my 90-day reports on time (the first one had to be in-person; the 2nd one can be by mail or online but by then I had shifted to HH and their small Immigration Office is much easier to deal with than Bangkok's massive bureaucracy.)
