I thought I saw Thailand on a list of permitted countries. Any factual info?

I think Thailand is a permitted country but at the same time I don't think it is easy to enter, certainly it is not back to normal by any means.  Have a read here https://www.mofa.go.jp/ca/fna/page4e_001053.html for details.

Thailand is not on their banned list of countries.  However, Japan is not allowing tourists from any country to enter.  A foreigner can only enter Japan if they qualify for one of a handful of special circumstances.
