Bangkok’s neighboring province of Nonthaburi has ordered the closure of amulet trading venues and all public swimming pools, including those in housing estates and condominiums, and as of today (Tuesday) and until further notice, in an escalating effort to stem the spread of COVID-19.

 

The provincial communicable disease committee, headed by the governor, also imposed a limit on the number of people visiting fitness clubs and banned group sauna services and exercises or group activities. These measures are also effective until further notice.

 

Meanwhile in the southern province of Surat Thani, an urgent order was issued by the governor yesterday, warning that anyone who does not wear a cloth or medical face mask while outdoors will face a maximum fine of 20,000 baht.

However, you can ride around on motorbikes without helmets and nothing will be done.

The fundamental difference being that one is a form of Russian roulette, utter disregard for one's safety, and potential suicide. The other is just recklessness, and involves the potential of harm to others. Fairly big difference.
