My Thai language ability is pretty limited, and I'm looking for a contractor who can install power polls, run a high voltage line (1km), and install a transformer (30-50kva). I heard how much PEA is asking, and I've also heard that private contractors can do this work (and be approved by PEA) and be very competitive.  So, if you can help me find any contractors at least within an hour or two of Sukhothai, I would really appreciate it. (It'd be great if they can speak English, but I can get someone to translate for me if need be.)

Can't help for Sukhothai, but just to say... A PEA freelancer is probably going to be your best bet.  Private contractors will almost certainly charge much more.

Suggest you make a drawing and diagram what you need/want.  Probably better than spoken description anyway.

Pardon my ignorance, how’s one to find a PEA freelancer?

You could try asking neighbors, but the PEA is a good place to start.  Most will respond by handing a slip of paper with a name/number - but they are well used to the inquiry.  

 

Actually, you say you want to run HV lines.  The PEA may insist that is their territory and not allow private contractor to install.  A visit to the PEA showing them your plan is recommended in any case.
