True, for the test batch.

 

Vaccines are made in batches, so each batch should be tested. In fact there needs to be multiple quality control checks during the process of each batch, if a quality batch of vaccine is desired. You can't just make one test at the end and determine it is correct.

Mind you the pharmaceutical company is a spin off from a cement company, so a builder might be appropriate...

The doctors are all busy either treating patients or working on more effective ways to do so. Besides they are (highly skilled and dedicated) but mere worker bees!

 

An Air Marshal will have a long record of observation of good practices, careful monitoring of equipment parameters and meticulous attention to detail. Since most of the aeroplanes are broken he will have time on his hands...
