MY partner just told me that she heard she would have to quarantine 14 days in Phuket according to new rules.  She will be tested but not vaccinated.  She is from Nakhon Pathom which is now red.  She hears a lot of things.  Does anyone know if this is correct?

Not correct, If she is tested within 72 hours before flying she is good to go.
