Instead of being hard and imposing tough measures when it was time for that , they did too little . And no foresight of what probably will happen , at all . 

The mess they ( and us ) are in now could have been avoided by more intelligent measures when it was time for that .

Quite easy if you know the composition of the virus to start with ???? China should held accountable for the worldwide mess they created.

By mid January of 2020 everyone knew the composition of the virus. And given that Sinovac is not as effective as the vaccines from the west, it's not at all clear how you arrived at your inference..

Well it took the Chinese a bit to start to get their cars right, so their first effort at an anti-viral vaccine, is the understandable, especially since they didn't have "proof of concept" clearance from even themselves
