Disposing of covid swabs

My wife read an appeal from a hospital to help pay for plastic bins that get burnt along with the black plastic bag containing the discarded swabs and other materials used at the hospital.

 

Is it really necessary to burn a plastic bin every time was my question.  Surely they can be reused or why not just use the plastic bag and tie it to some sort of metal bin frame and clean that?  I'm not an expert or medical person but it does seem drastic to burn the bin too.
