Need help with online application for visitor visa to Canada for Thai girlfriend.

By me filling out the online application for my girlfriend isn't she technically breaking these terms and conditions? If so is there a workaround? She clearly doesn't have the English skills nor the computer skills required to do the application herself, I however am not an authorized representative or anything but obviously she has to give up all her information for me to do the application on her behalf. Has anyone encountered this situation yet and if so, is she or am I breaking any the following Terms and conditions put forth by GC:
