Pol Maj-Gen Montri Thessakhan of the crime suppression division had his subordinates arrest Panyaphon Puangmalai in Viphavadee Soi 62 in the Laksi area of northern Bangkok. It is alleged that in 2003 the suspect went to a Loi Krathong celebration in Phayao in the north of Thailand where he met Jeen a resident of a nearby village. He struck up a conversation then said he would take her home but raped her on the way. Her parents filed a complaint and after getting wind of this the suspect fled and was eventually located in Bangkok.
