Cutty Shark
I used to enjoy having breakfast and watching the Super Bowl at Bourbon Street Restaurant on Soi Ekamai, Bangkok, pre-Covid. Hope they're still doing that.

It means he is not going to drink any beer whisky and etc. He was their designated driver.

Could be it's a driver who doesn't drink alsohol at all?, or at a stretch the words could perhaps be explained as the designated driver who has agreed to not drink alcohol on that day, and therefore no possibility he/she might be charged with DUI driving under the influence?
