I am on covid 60 day extensions for the past few months, and I always get the "under consideration" stamp, not an actual visa.

 

Will I have any problem leaving the country with this type of stamp?

You got the 60 day extension stamp at the end of the under consideration period. Or you would be on a overstay now.

You can leave during the under consideration period while waiting for extension to be approved.

If leaving during the under consideration period without intending an early return, it would be polite to let the immigration office know. Obviously, in that case, you would not bother getting a re-entry permit.
