This is a very badly worded headline which implies the rider was drunk when, apparently he wasn't.

 

That aside, I regard this as a very sensible demonstration of good community policing. The guys got no money so fining him is a hollow gesture. Seizing his motorcycle means he cannot make a living, so how's he going to feed himself?

 

If he cannot feed himself he's likely to turn to crime. Best left to get on with his life. The fortunate factor when a motorcyclist comes to grief is that it usually only involves the rider. so the risk to the public is IMO quite small.
