Currently in a country there is no Thai embassy, only a small consulate and they can't issue visas, they advised me to contact the nearest Thai embassy in a country next to the close neighbor one, to fly 1000s of miles, boring idea,

my question: is there any option to submit the requirements by email and obtain the visa online?

Otherwise, maybe will fly to Vietnam and apply from there, that's easier and faster I done before several times, submit today and collect next day,

There are various types of Non-O. What type of Non-O? Non-O based on Marriage or retirement or volunteer or any other types?

You would apply for the visa at the designated embassy for the country you are in.

Perhaps check this list of embassies to determine which one you would apply to https://www.thaiembassy.org/.

Then you could check to find out if you can use the e visa site  (https://thaievisa.go.th/)

You may also be able to apply for a visa by mail to the designated embassy.
