Corruption in the military is likely endemic...and often renders an army poorly situated in a conflict. Russian military today is an example of high levels of corruption.

That country has untold thousands (?) of ghost soldiers...all drawing salaries for their leaders...does Thailand have the same issues?

Gung-ho means to be over the top enthusiastic.  It's generally used as a negative.  It can imply that due care is not being taken as a result.

absolutely right. This is why Thailand will never progress due to the wrong people in power at all levels across all sectors. The system here is broken beyond repair.
