You can apply for a single entry non-o visa in Vientiane or Savannakhet Laos with only your Thai child's birth certificate that show you as the father.

To apply at immigration you would need to have your parenthood legalized unless you are married to your child's mother.

It is a non-o visa that will be valid for 3 month and will allow one 90 day entry.

The will not do a multiple entry non-o for being the parent of a Thai.

Previously the consulate in Penang would do a multiple entry non-o visa with financial proof.
