The way I read the announcement elsewhere it is going to be rolled out as a trial in Bangkok first.

You submit your application and pay the fee online, then you will need to go to Immigration to prove your identity and submit the backup paperwork, bank statements, etc.

Hope I'm wrong in the way I have interpreted the report.

It's quite a farce. It takes days or even weeks to get the approval (depending on how much "express fees" you're willing to pay, all outlined on their website), and then you STILL need to go to the IO to get your passport stamped.
