We should listen and understand concerns and different opinions and come up with reasonable solutions to meet halfway, but suggesting total prohibition and making people criminals, wasting the resources of the criminal justice system, for consuming, selling, or cultivating cannabis again is not the answer to this issue.

But what is bad is many Thais have spent lots of money on businesses selling the stuff, what will happen to them?

They are "meeting to discuss".

 

This step follows the formation of a committee in the Thai government operating flow chart.

 

After the "discussion" the NCB may comment on their discussions.

 

No one, other than a "Court" makes decisions, and even those are often "suggestions".

 

Re-criminalizing Cannabis will require much more effort than allowing it to maintain its current status.
