I have stopped over a few times in Chiang Saen on the way down from Xishuangbanna and really like the laid back feel of the place, but it has been a while since I was last there.

 

Is there anybody here already living there?  If so, what is it like, and what are the options for retirees in the area?

Not living in Chiang Saen, I've visited a few times.

It depends on what you think you need, AFAIK there is only one government hospital in Chiang Saen, nothing private. I doubt there would be much of a bar scene for expats either, or a range of restaurant cuisines. IMO you would need to be fluent in Thai.

 

I moved from Chiang Mai to Chiang Rai two and a half years ago. Chiang Rai is laid-back enough for me, with all the facilities I need.

We are building a house in Chiang Saen. There is a private hospital very close, can't recall the details. I had pre-flight Covid tests there when it was mandatory. Not a lot there, Chiang Rai is probably the better bet for most retirees, but people don't all have the same priorities.

Are there many decent long term rental options in Chiang Saen?

I don't know, but when considering a new area to live, renting for a few months is a really good option. If you like the area you stay, if you don't then move on.
