Non O Extension Of Stay Marriage Questions

Some advice please. My British friend will be travelling to Thailand next month to marry his Thai girlfriend. Is it possible to apply for Non O in Thailand after marrying and if not are there any other options other than returning to UK to apply.

He can marry in Thailand to Thai national and subsequently obtain a non O based on marriage and then 12 month extension.

All done in Thailand.

 

Can enter Thailand on a tourist visa or visa exempt entry.

Yes.

Have read odd report of a particular office refusing to issue non O (think Samui? not sure) 

He will need 15 + days remaining on his permission of stay.
