No, you need to cancel your work visa before a new visa is given.

If married to or the parent of a Thai you can work and have a work permit with a non-o visa or a one year extension of stay.

My visa would be based on marriage. In that case would I have to cancel my work permit regardless? 

I have an O visa extension based on marriage. This is done in December and stamped mid January for the following year.

 

My wp is renewed annually in March.

 

Recently, changed passports. Notified employer but not MOE.

 

New contract May unless I retire...

No 

You can work and have a work permit with a visa or extension based upon marriage.
