Sure the Skype app could be better designed, however I just called my elderly mother in the UK on it. We spoke for over an hour with no sound issues at all, no drop outs, no redialling. I'm in Kampot, Cambodia on hotel WiFi using a Samsung phone. For just £10.19 (US$12.22) per month on their unlimited world plan, that is exceptional IMO.

If you need to call numbers in Canada or the U.S.:

I use textPlus Android app. You register, and pick your own U.S. area code. They will give you a list of U.S. numbers to choose from. 

 

1. It usually costs about 30 baht for 50 minutes call to the U.S. 

2. I have to make sure and make at least one call a month to keep my phone number "alive". 

3. Quality is very good. Sometimes I can't call out, I then have to wait a minute or two then it works fine. I've never been disconnected from a call.
