I would not hold your breath, the years I have worked with cattle in Thailand, they were an insurance scheme though the Department of Livestock Development but that was stopped a good few years ago.

But now I would say they is no insurance, if they were it would be too easy to make a false claim a death certificate could soon be forged, as for cause of death something like this a company would need a PM Post Mortem, I would doubt if they is a vet on Phuket that could do a PM on a Buffalow ,in my big cattle area I cannot think of a vet that could a PM on a Buffalow.

The owner is most certainly will be selling his semen to get some of his costs back.
