It looks like it was never furnished and just left before it was completed. I guess that could be from people taking whatever is not nailed down, or perhaps everything possible got sold off when money problems started. I am not sure about finished but it was certainly open pre covid and remember seeing what I presumed were staff and tourists going in and out. Never looked that busy even then.
