The French Govt. has generally advised Embassies etc to issue travel warnings to their citizens.

The significance is that France has had to acknowledge increasingly dangerous internal public safety concerns.

Here is a link to a reputable french paper, that does date back, but will give you an idea of what is being talked about here. I assume you are familiar with Google Translate. Take the facts reported and multiply by 2 as since the article was posted, is has got worse. You are welcome.

Drug money can buy all they want. If you want a kalchnikov or any weapon you go to the Dark web , wherever you live. Marseille has killings practically every day . This applies to most of Europe and the US .

The same ones that caused the countries themselves to elevate their warning levels.
