A reciprocal agreement may be one reason. 

They want to be neutral, which means open for business with all. 

Somebody has got the big idea of flooding Phuket and Pattaya with Russians over the winter. So much for the effectiveness of sanctions.

And lately in  Phuket and Pattaya the locals not happy with the Russians now causing problems jobs businesses Russian taking jobs over 🤑

Well the new Thai leader (Shrep) is embracing the Russians and their fine upstanding leader like the previous government did with the Chinese. With an influx of these suggested "quality" tourists other tourists will start looking for destinations elsewhere.

Might be that such a country gives Thai citizens free visas also, such things are often reciprocal.
